Can you install a carbon fork on a steel frame?
Yes. There are three important points to consider when putting a different fork on your frame.
1. Makes sure the bike’s headtube size and forks’ steerer tube size are compatible.
For example, a 1 inch headtube won’t accept a 1 1/8 inch steerer tube.
2. Make sure your stems are compatible. A old-school threaded quill stem won’t fit a modern threadless set.
3. Make sure the axle to crown measurement for your bike stays the same.
For example, a higher axle to crown measurement than what your bike is inteded for will slacken the headtube and give the bike slower steering response.
A lower axle to crown measurement than what your bike is intended for will sharpen the headtube and make the bike twitchy.
In the end, the best carbon fork for an old steelie is one that maintains the same axle to crown measurement and head tube angle as the original.

Why put a carbon fork on a steel frame?
Carbon fiber forks are popular for a reason. Carbon fiber is lightweight, stiff and durable.
Steel is heavier than carbon fiber, but it is more resilient to damage in comparison to carbon fiber which can be damaged by a small scratch or dent.
They also offer a good ride quality. Some prefer their ride quality over a steel fork which may not absorb the bumps, as well.
Some folks may disagree about the shock absorption characteristics of carbon fiber.

Do carbon forks make a difference on steel bike frames?
It depends. I have an old Schwinn Traveler in a 27 inch frame size.
It is a huge bike frame in a 4130 steel that fits me and cost $20 second-hand.
The original steel fork was make out of high tensile steel and was heavy.
I upgraded the steel fork to a carbon fork on my vintage bike. It lightened the bike and make it ride a lot nicer.
